NOTICE OF EXPULSION - KIRK FITZPATRICK
October 3, 2025
On October 3, 2025, the Association of Chartered Professional Accountants of Newfoundland and Labrador (the Association) directed, pursuant to By-law 308(4), By-law 315(3) and By-law 510(1), that Kirk Fitzpatrick be expelled from membership in the Association for failure to comply with the annual reporting requirements, failure to report CPD and for non-payment of the 2025 membership fees. Mr. Fitzpatrick’s name has been removed from the register of Members and he is no longer entitled to use the designation “Chartered Professional Accountant” or the initials “CPA”.
The Association is the regulatory body for Newfoundland and Labrador’s Chartered Professional Accountants. The Association protects the public interest through the profession’s high standards of qualification, continuing professional development, practice inspection programs and the enforcement of its rules of professional conduct.

On October 3, 2025, the Association of Chartered Professional Accountants of Newfoundland and Labrador (the Association) directed, pursuant to By-law 308(4), By-law 315(3) and By-law 510(1), that Michael Harris be expelled from membership in the Association for failure to comply with the annual reporting requirements, failure to report CPD and for non-payment of the 2025 membership fees. Mr. Harris’ name has been removed from the register of Members and he is no longer entitled to use the designation “Chartered Professional Accountant”, “Certified Management Accountant”, or the initials “CPA” or “CMA”, or any combination thereof.

On October 3, 2025, the Association of Chartered Professional Accountants of Newfoundland and Labrador (the Association) directed, pursuant to By-law 308(4), By-law 315(3) and By-law 510(1), that Paul Newhook be expelled from membership in the Association for failure to comply with the annual reporting requirements, failure to report CPD and for non-payment of the 2025 membership fees. Mr. Newhook’s name has been removed from the register of Members and he is no longer entitled to use the designation “Fellow Chartered Professional Accountant”, “Fellow Certified Management Accountant”, or the initials “FCPA” or “FCMA”, or any combination thereof.

NOTICE OF REVOCATION OF MEMBERSHIP OF JUDITH CLUNEY
January 10, 2025
CPA Newfoundland and Labrador advises that the membership of Judith Cluney, formerly holding the CPA, CA, designation, has been revoked for failure to comply with item 2 of the Order of an Adjudication Tribunal, dated July 31, 2023, the summary of which can be found here.
Having been revoked, Judith Cluney is not permitted to use the designations “Chartered Professional Accountant” or “Chartered Accountant”, or the initials “CPA” or “CA”, or any combination thereof, in the province of Newfoundland and Labrador.
Ms. Cluney has appealed the Adjudication Tribunal Decision on the Merits, dated May 12, 2023, and the Sanctions Decision and Order, dated July 31, 2023, to the General Division of the Supreme Court of Newfoundland and Labrador.

This notice is to advise the public that Justin M. Perry (may also use the name JUSTIN CHASE) is not a member of the Association and is not a Chartered Professional Accountant or “CPA” in the province of Newfoundland and Labrador.
The Association of Chartered Professional Accountants of Newfoundland and Labrador (the Association) has become aware that Justin M. Perry (who also may use the name Justin Chase) has used and may continue to use the initials “CPA” in the province of Newfoundland and Labrador; and has and may continue to represent himself as a licensed US “CPA” in the state of Texas.
This notice is to advise the public that Justin M. Perry is not a member of the Association and is not a Chartered Professional Accountant or “CPA” in the province of Newfoundland and Labrador. Further, this notice is to advise the public that the Association has been provided confirmation from the Texas State Board of Public Accountancy that Justin Perry is not a licensed CPA in the State of Texas.
